Since 1993, Karen Bode Baxter has worked as a preservation consultant for property owners, real estate development teams, and architects on historic tax credit applications and National Register nominations in Missouri, Iowa, Oklahoma and New York. She has supervised the historic tax credit applications for hundreds of projects, ranging from small houses to commercial rehabilitation projects of all sizes, and costing from $40,000 to $500,000 million. Although most of her current projects are in the Saint Louis metropolitan area, she has recently worked on projects in a number of eastern Missouri communities, including Kirksville, Hannibal, Park Hills, Arcadia, De Soto, Cape Girardeau and Ste. Genevieve. She is certified as an historian and an architectural historian with over 35 years of historic preservation experience. She and her staff have worked together listing more than 70 buildings and 19 historic districts on the National Register of Historic Places. She completed her doctorate course work in history and historic preservation at Oklahoma State University and she has her Economic Development and Design Certifications from the National Main Street Center’s Certification Institute in Professional Downtown Management. Prior to coming to St. Louis in 1995 she worked for 7 years with historic downtown redevelopment programs connected with the National Trust for Historic Preservation in Iowa and Oklahoma. She is a past president and board member of Missouri Preservation and currently serves on the board of Missouri Main Street Connection.

The Missouri State Historic Preservation Office provides historic preservation services to the citizens of Missouri by administering the National Historic Preservation auto f 1966, as amended, The Missouri Historic Preservation Act of 1991, and other state statues. This includes:
- Funding surveys to identify and inventory buildings, sites, structures objects, and districts of historic importance to Missouri;
- Assisting property owners who seek to list their properties in the National Register of Historic Places;
- Helping communities who want to establish local preservation programs through the Certified Local Government program;
- Funding local governments and non-profit organizations to complete community preservation projects;
- Providing architectural preservation services to customers who seek technical advice for rehabilitating and retain the characteristics of their historic properties;
- Participating in the Section 106 review process;
- Developing and overseeing a statewide plan for historic preservation;
- Assuming responsibility for historic human remains that are not involved in a legal investigation and advising the public on the protection and preservation of historic burials;
- Reviewing permit applications for the salvage or excavation of shipwrecks meeting the criteria of the National Register of Historic Places; and
- Assisting the public in preservation outreach and education.
